Naim Baftiu,  Secretary General







 

Naim Baftiu has been appointed the Secretary General to the Ministry of Finance on 22.06.2011.

Before appointment to this post, from 23.03.2009, Mr. Baftiu served as the Acting Secretary General to the Ministry of Economy and Finance, while since 09.02.2004 he had been the Director of Department of Central Administration in the Ministry of Economy and Finance, where he was responsible for preparation and management of the annual budget of MEF, human resources management, procurement, information technology and logistics.

In the period from 2003 to 2004, Mr. Baftiu served as legal officer in the MEF, where he was engaged in drafting the MEF legislation and developing the strategy and work plan related to MEF legislation, under the Standard V – Economy.

Whereas, from 2000 to 2003, he was Director of Department of Property, Cadastre and Geodesy in Municipal Assembly of Ferizaj, where he was responsible for managing, administering and maintaining the cadastral register of socially-owned property, as well as public and private property in the municipality of Ferizaj, exercised supervision of experts in the course of demarcation and verification of properties of both citizens and institutions, and lastly supervision of socially-owned, public and municipal property. During that time, he had also established and ensured smooth operation of the property tax section.

Until 1998, he performed other duties of professional, legal and political nature.

Naim Baftiu studied at University of Prishtina and graduated in 1983 from the Law Faculty.

He has also served as a member of various boards and associations:

-      Member of the Steering Council for building the capacities of governmental human resources under CBF (UNDP, KFOS).

-      Member of the Supervisory Board of Kosovo Institute of Public Administration (KIPA), by a decision of the Government of Kosovo.

-      Member of the Public Procurement Rules Commission, appointed by the Minister of MEF and the Law on Public Financial Management and Accountability.

Presently, he is the Chairman of the Working Group on Assessment of Fiscal Implications of the European Partnership Action Plan and their integration into Mid-term Expenditure Framework and Kosovo Consolidated Budget, by a decision of the Government of Kosovo.

Mr. Baftiu was born on 04 January 1960 in Komogllavë, Municipality of Ferizaj. He lives in Ferizaj with his wife and four children.
